The chart below reflects the range of high to low 12 month prices for the usage category shown from the Texas PowerToChoose.org website.  Notice the lowest 1,000 kWh offer of 5.5 cents/kWh.  This is the rate if your usage is exactly 1,000 kWh because of a bill credit for usage between 1,000-1,500 kWh, and once your usage falls outside the range then your rate will be significantly higher because the credit is significantly reduced or gone completely.
